The Rise was last owned by Cardiff County Council and was used by their Youth Offenders Management team. Prior to this, it was a building where offending youths would be housed when required. The date that this ceased is unclear at the current time. The site was sold during 2017 along with a number of other locations in a bid to cut down on a £2 million maintenance backlog.

Built in the 19th century, The Rise was originally built as a private residence although in more recent years has been owned and used by Cardiff County Council as a management office for their Youth Offenders Team.
During our visit, it appeared that the site has been used for either staff or youths to sleep in based on the showers, bed spaces and also a large amount of paperwork regarding the rules of the building.
It was clear that we left our visit too late instantly as we gained entry through an open door. Metal thieves have hit the site hard, glass is strewn across the floor, ceilings ripped down and little sign of anything metal!
Although completely trashed, we were surprised to see graffiti from past offenders that had been at the building along with pictures saying “I love you mummy” and others saying, “It’s just a bad day… Not a bad life!”.
